People without secure, stable and affordable housing are at a major disadvantage in accessing employment, health services, education and training.
7,586 South Australians are homeless and the number is increasing. A significant number more are in accommodation that is unsuitable, hazardous, too expensive or unreliable. Public housing, provided by the SA Housing Trust, community housing and Aboriginal Housing, is declining with total stock decreasing by about 1000 units per year.
People on low incomes are seldom home owners and the recent increase in property prices has meant that three quarters of private rental market tenants with low incomes are now paying more than 30 per cent of their income on rent.

SACOSS seeks appropriate and affordable housing for all South Australians, with the right to a safe and secure home for all.
Targets and strategies
The Campaign’s targets and strategies to achieve its visions for South Australia are constantly being developed. The first development, entitled Building on the Blueprint and released in September 2005, can be downloaded here. It is to be read in conjunction with Extending Opportunity to All: a blueprint for the elimination of poverty in South Australia.
Case Studies
Barbara’s story
Barbara was widowed recently and fell behind in rent due to stress and
lack of knowledge of managing bills. Facing eviction Barbara sought assistance
from a financial counsellor, who was able to negotiate a special payment
arrangement with the landlord to gradually pay off arrears via instalment and
thus avert eviction. However there was no legal obligation for the landlord to
enter into a special payment arrangement.
